1. 预先合同授予通知 (ACAN)
ACAN 是一则公共通知，表明某部门或机构计划向预先确定的供应商授予商品、服务或施工的合同，从而允许其他供应商通过提交能力陈述来表示他们对投标的兴趣。如果在 ACAN 中规定的截止日期之前，没有供应商提交符合 ACAN 规定要求的能力陈述，那么合同官员可能会继续向预先确定的供应商授予合同。
2. 需求定义
加拿大国家研究委员会（NRC）位于萨塞克斯的极端光子学实验室需要两个激光脉冲压缩器：一个用于压缩1030 nm的激光脉冲，另一个用于压缩2000 nm的激光脉冲。脉冲压缩器将基于多通道恒压气体池技术。这些新的先进激光压缩系统将通过在两个特定波长下压缩高重复率飞秒激光脉冲来增强NRC的研究能力，从而促进极端光子学实验室的进一步研究和开发。根据NRC实验室标准，建议的激光脉冲压缩器将是最先进的。它们将通过在电磁波谱的特定所需波长下产生高重复率的亚50飞秒的光脉冲来增强NRC的研究能力。
3. 能力陈述评估标准（最低基本要求）
3.1 NRC 有独特的技术要求。激光脉冲压缩器必须基于多通道恒压气体池技术；
3.2 系统必须与NRC现有的N2 Photonics激光脉冲压缩器（包括硬件和软件平台）以及我们实验室现有的激光脉冲压缩器研究设备完全可互换和兼容；
3.3 设备交付时或调试后不久，系统必须获得加拿大标准协会（CSA）或加拿大保险商实验室（ULC）的认证。
3.4 系统必须满足以下所有技术要求：
1. 1030 nm 激光脉冲压缩系统:
3.4.1 输入参数
a. 脉冲能量：800 µJ；
b. 平均功率：80 W；
c. 重复率：100 kHz；
d. 中心波长：1030 nm；
e. 脉冲持续时间：<350 fs；
f. 脉冲形状：高斯；
g. 光束质量因子 M²：<1.2；
h. 光束半径和发散根据泵浦激光器出厂测试证书。
3.4.2 输出参数:
a. 脉冲持续时间：<40 fs；
b. 传输率：>90 %；
c. 输出光束质量因子 M²：<1.3；
d. 最大占用面积：<0.24x1.5 m²；
e. 必须基于多通道恒压气体池技术；
f. 具有光束模式和模式匹配监控的软件。
2. 2000 nm 激光脉冲压缩系统:
3.4.3 输入参数
a. 脉冲能量：50 µJ；
b. 平均功率：5 W；
c. 重复率：100 kHz；
d. 中心波长：2000 nm；
e. 脉冲持续时间：<300 fs；
f. 脉冲形状：高斯；
g. 光束质量因子 M²：<1.2；
h. 光束半径和发散根据泵浦激光器出厂测试证书。
3.4.4 输出参数:
a. 脉冲持续时间：<50 fs；
b. 传输率：>90 %；
c. 输出光束质量因子 M²：<1.3；
d. 最大占用面积：<36x25 cm²；
e. 必须基于多通道恒压气体池技术；
f. 具有光束模式和模式匹配监控的软件。
4. 本采购受以下贸易协定约束：

7. 预先确定供应商的理由
7.1 N2 Photonics 是唯一能够提供与NRC极端光子学实验室现有N2 Photonics硬件和软件平台兼容并可互换，并满足需求说明中规定的技术标准的多通道恒压气体池技术激光脉冲压缩器的公司。
8. 政府合同条例豁免条款
8.1 本次采购引用了政府合同条例中的以下豁免条款：合同条件进入1条款：招标条款第6( d )款，只有一个人能够履行合同。

10. 知识产权的所有权
